Concerns over Dural development

SUBMISSIONS for a proposed multi-storey shopping centre at Dural closed last week, Tuesday.

But it's a safe bet very few were received by Hills Council.

"I've viewed the plans online and it's colossal," Richard Lang, a back-door neighbour, said of the proposed mixed-use development at 636 Old Northern Road, Dural.

If given the go-ahead it would include eight apartments, shop top garden apartments, medical suites, restaurants and childcare and could generate up to 260 full-time and 40 part-time jobs.

"Put in a slippery dip and you'll have yourself Coney Island," Mr Lang said with reference to the number of water features he saw in the plan.

This joke was lost on shopkeepers in Dural Village Shopping Centre — four doors up from the proposed development — who said they had not been notified of the proposal, even though their centre was listed as one of 10 "notified properties" on Hills Council's website. There are eight businesses there.

"It is too close and will effect business," Dural Village Gourmet Chicken owner Sam Sener said.

Jen Rowley, owner of Defining Hair, said: "Given Franklins [Supermarkets] in Galston is closing and there are still empty shops there, I think they should be exploring that area."

The News door-knocked all of the "notified properties" in the week leading up to the submission deadline and were met with similar responses at three other addresses. We found no one at five addresses.

Mr Lang said he received a letter about this just before Christmas and made a submission, opposing the development on the grounds of water run-off and noise pollution.

Hills North Ward councillor, Robyn Preston said the council advertised the public exhibition period and submission deadline in the media, also noting: "If there are 10 submissions or more it triggers a conciliation meeting."

She said "anything that will stimulate the local economy is important but it has to be done right".

A Hills Council spokesman said: "Council sends letters to property owners - and it is up to them to notify tenants or occupiers of the property.

"In respect to extending the notification period, any submission lodged prior to the determination of the Development Application by the NSW Government's Joint Regional Planning Panel will be considered."
