Gladys Berejiklian is reviewing some of the Baird government's most contentious policies as part of a "reset" towards the 2019 state election.
Ms Berejiklian is expected to be sworn in as the 45th NSW premier on Monday after being elected Liberal leader at a party room meeting in the morning following Mike Baird's shock retirement announcement last week.
The outgoing NSW Treasurer has been contemplating altering or axing controversial policies that dogged the Coalition last year, Fairfax Media understands.
Chief among the policies for which the Baird government has come under fire is forced council amalgamations, which Nationals leader John Barilaro took aim at last week.
The policy is blamed for contributing to the Nationals' loss at the Orange byelection last year.
In response to Mr Barilaro's vow to halt further mergers in regional areas, Ms Berejiklian said on Friday that if elected she was "looking forward to having a conversation with him and my colleagues about that".
It is unclear which particular policies are in the spotlight, but other contentious areas, such as the privatisation of the Land and Property Information service and the lockout laws for licensed premises, have drawn ire from sections of the community.
Asked about the potential for new policy directions, Ms Berejiklian said any new Premier "will always bring a fresh perspective on things, will always bring things that they're particularly passionate about to the fore".
"But having said that, there are some things we're doing really well," she told Fairfax Media in an interview on Friday.
"How many people are able to potentially sit in the Premiership when we are the No.1 economy in the nation, the infrastructure powerhouse of the nation?
"I have enormous challenges, but enormous opportunities off the back of a good government that's changed the face of NSW in six years."
On Sunday a spokesman declined to comment.
The policy review comes as Labor prepares to capitalise on controversy surrounding Ms Berejiklian's links to Liberal left faction powerbroker and political lobbyist Michael Photios.
Shortly after announcing her candidacy last week, Ms Berejiklian came under attack from opposition leader Luke Foley who described how she secured the numbers for the leadership as a "fix".
Ms Berejiklian, a leading member of the left faction, has chosen finance minister Dominic Perrottet, of the party's right faction, to be deputy Liberal leader.
This ensured right faction numbers swung behind Ms Berejiklian.
"The powerbrokers and lobbyists who pull the strings in the NSW Liberal party have decided Gladys Berejiklian will be their Premier, no one else need apply," Mr Foley said.
A video distributed to party members for use on social media highlights Ms Berejiklian's association with Mr Photios, whose firm Premier State lobbies the NSW government on behalf of private sector clients.
"With Gladys Berejiklian as Premier, who is really running NSW?" it asks.
Labor members will hand out similarly-themed material at train stations on Monday afternoon.
Ms Berejiklian has declined to respond directly to the attacks but has insisted that she is "master of my own destiny. I've worked very hard to maintain my independence and my integrity".
Mr Baird announced last Thursday he would retire from politics after nearly three years as Premier and close to 10 years in the Parliament.
He is expected to formally resign from Parliament in the coming days, sparking a byelection in his seat of Manly.
